Questions

Does the rotation stay after I close the file?

Yes, once you save. It is written into the PDF, not just into the view.

Can I find the sideways pages automatically?

Pages has a Check orientation button that helps you spot pages turned the wrong way, so you can fix them together.

Is it free?

Yes. Rotating, reordering and deleting pages are all free.

Is my file uploaded anywhere?

No. PDF Coast opens and saves the file on your own computer, and works with the internet switched off. Nothing about the document is sent anywhere.
